There are currently eight employees in the Finance Department. Job titles are as follows:

Finance Officer, Deputy Finance Officer, Accounts Receivable/Payroll Clerk, Accounts Payable Clerk, Utility Billing Clerk, EMS Billing Clerk, Receptionist/Accounting Clerk and Information Technology Specialist.

The Deputy Finance Officer compiles council meeting agendas and minutes, oversees liquor and malt beverage applications and renewals, double checks and verifies payroll and submits all required federal payroll tax reports and remittances, supervises the maintenance of capital asset records and inventory, as well as other accounting duties as assigned by the Finance Officer.

The Accounts Receivable/Payroll Clerk is responsible for the receipt of all municipal funds and with the assistance of the Deputy Finance Officer and other office staff processes biweekly payroll for 178 full-time employees and approximately 200 part-time employees. This position also oversees the billing and receipt of special assessments.

The Accounts Payable Clerk is responsible for the payment of all warrants and works with the collection agency we have on contract in the collection of delinquent accounts.

The Utility Billing Clerk processes water, sewer, and sanitation utility billings for approximately 5,600 customers on a staggered weekly billing cycle.

The EMS (Emergency Medical Services) Billing Clerk processes all ambulance billings for the Mitchell Regional Ambulance and works with our collection agency of delinquent accounts.

The Receptionist/Accounting Clerk does typing and secretarial duties for the Mayor and Finance Officer as well as answering the primary phone line for the city and distributing phone calls and messages. This position also assists the Deputy Finance Officer assigned by the Finance Officer.

The Information Technology Specialist oversees, maintains and ensures the integrity and security of the city-wide computer system.
